I am searching for a veterinary school where students will provide dental care, including tooth removal, for dogs.

Vet schools are usually not free. Frequently dogs with complicated problems or that need specialized procedures are referred to vet schools b/c they have the experts and equipment. Most likely your vet will be cheaper than the vet school.
