Health/dental care in the USA?

I'm British and live in the UK - can I purchase health/dental care for my wife's nieces who live in California?

If she is a student they offer insurance through the college. If she is working she should be able to get an individual policy through www.kaiserpermanente.com or blue cross, if she is only working parttime and that coverage isn't offered to her by her employer.
