My kids have delta care usa dental through Kaiser and Metlife through dad. Who is the Primary?

The Kaiser is a child health plan and Metlife id from dad. My son has a dental bill that we got pre Auth. From both. Now the don't want to pay

Oddly enough, it has something to do with how close their birthdays are to the policy holder. Call them and ask. This is why we need insurance reform.
