My dentist has just been refused NHS funding?

My dentist has just been been refused NHS funding? is there anything that could be done to try and help him get the funding so he can continue to work?? Does anyone here know someone who works for the primary care trust (wales) who might be able to help? i just think its unfair because people are already deprived of NHS dentists, as there are just not many around, people often fail to get vital dental treatment because they just cannot afford it.
