Free or extremely cheap dental care in NY?

My secondary incisor is rotting from the inside out(from a small chip) it is starting to show on the front and i can only feel about half of it on the inside of my mouth. I know I need to see a dentist but I can not afford insurance or the full price that it would take to fix it. Is there any free clinics or options I have? I am 18 years old recently laid off.
