What is a good country for seniors health care with favorable USD exchange rate.?

Looking for a peaceful country with low cost dental and health care of high quality, good exchange rate with the USD, not cold climate and nice beaches, yet having a cosmopolitan city, with rent subsidy for low income seniors or low cost rents, and where there are some English speakers. New Zealand does not want older people, South Africa is not calm, Canada is too cold. Buenos Aires is appealing but rents are not low. Europe is out due to currency exchange rate. Does anyone know about Bermuda, Gibraltar, Cyprus, Uruguay?

The best bet on all count is India. Excellent healthcare at economical rates. excellent hospitality with low rents. lot of English speakers.very favorable exchange rates. Kerala in the south of India is a good destination if you can tolerate the warmth. good beaches..
